【摘要】:ThisEuropeanStandardspecifiessafetyrequirementsforlighters.Theserequirementsareintendedtomaketheoperationoflightersresistanttochildrenagedlessthan51monthssubjecttotheprovisionsofthisEuropeanStandard.ThisEuropeanStandardisapplicabletolighters,asdefinedin3.1,whichuse,asfuel,butane,isobutane,propane,orotherliquefiedhydrocarbon,oramixturecontaininganyofthese,whosevapourat24°Cexceedsagaugepressureof103kPa.ThisEuropeanStandarddoesnotapplyto:?matchesoranyotherlightingdeviceintendedprimarilyforignitingmaterialsotherthansmokingmaterials,suchasfuelforfireplaces,orforcharcoal,orgas-firedgrills;?refillablelightersforwhichproducersprovideonrequesttothecompetentauthoritiesthenecessarydocumentationsubstantiatingthatthelightersaredesigned,manufacturedandplacedonthemarketsuchastoensureacontinualexpectedsafeuseoveralifetimeofatleastfiveyears,subjecttorepair,andwhichfulfilinparticularallofthefollowingrequirements:?awrittenguaranteeofatleasttwoyearsforeachlighter,inaccordancewithDirective1999/44/ECArticle6oftheEuropeanParliamentandoftheCouncil;thisguaranteeisinadditiontotheconsumers’rightsgrantedunderArticle3thereof;?thepracticalpossibilityforthelightertoberepairedandsafelyrefilledovertheentirelifetime,includinginparticulararepairableignitionmechanism;?partsthatarenotconsumable,butarelikelytowearoutorfailincontinualuseaftertheguaranteeperiod,areaccessibleforreplacementorrepairundertheproducer’sresponsibilitybyanauthorisedorspecialisedafter-salesservicecentrebasedintheEuropeanUnion.NOTETheabovementionedcriteriarelatetotheso-calledluxuryandsemi-luxurylighterswhicharealsocharacterizedbyalowdegreeofsubstitutabilitywithotherlightersandanindividualconsumerpackaging.
